I've been working in SEO long enough to see the same cycle repeat itself over and over again. New agencies and marketplaces pop up, promise the moon, sell the exact same product as everyone else, and even a few dozen links for individual clients in their niches run out, unable to effectively market themselves for growth.

Most link building agencies are bad not because the links don't work, but because they sell the same recycled content, taking no responsibility once it eventually deteriorates, and unable to scale.

I wonder what's really working for people these days...

Even in the current reality, PBNs haven't completely disappeared; they've simply become a much riskier and more expensive tool if implemented seriously, rather than as a mass-market solution. There's a good analysis of the approaches and logic behind building them https://pbn.ltd/pbn-guide/ and it clearly explains why mass-market solutions are currently barely viable and why everything hinges on the quality of domains, content, and the overall network.
